a friend would like me to purchase his home - he bought the home about two years ago as a short sale - can I apply for a VA loan

Judy, the big question is - do you want to purchase the home? As long as you qualify for the VA loan, you can certainly purchase the home from your friend using that option. My concern is when you mention that your friend "would like you to" purchase his home, is the plan for him to remain in the home? VA loans are for owner-occupied properties, so if your intent is not to live there, you will want to look at another option. If your intent is to live int eh residence, it is just a normal home purchase and any loan options you qualify for would be fine.

You can purchase any home you wish so long as you have the qualifications.. you have to have sufficient income, and credit, as well as a satisfactory job. You can purchase his home or any other home you wish.. VA loans are for previous / present military personal, and you must be eligible to use VA benefits.. assuming you do, then absolutely you can. The best advice I can give you is to contact a LOCAL mortgage broker and apply with them. Do not use the local "Big" bank, or one of those 50 states internet lenders or nationwide lenders...By applying with your LOCAL Broker, you have an advantage because he's familiar with local customs and works with numerous lenders, seeking out the best loan terms for your particular scenario. How long he has had the home, and the fact he purchased it as a short-sale has no effect on your purchasing the home from him. Your application for the loan, VA or otherwise will be handled like any other purchase transaction. Contact a local mortgage broker in your area, apply, and see if your qualify. not sure what the reasons are behind this arrangement but be careful not to make any poor decisions that could constitute mortgage fraud. If you are buying the home because you want to and will live in it, then go for it.
