Are refinance mortgage rates higher on HARP investment property loans? Are they higher on 2 or 4 unit multifamily?

HARP loans are not higher rates than a regular conventional loan, but all loans are higher for investment and even higher for 2 to 4 unit properties.. Using HARP is not what's driving up the rate, it's because you have an investment that is 2-4 units.. I'm a Broker here in Scottsdale AZ and I only lend in Arizona.
