I am looking for lenders who would refi at $50k. Most of the lenders in the market are at $75k minimum. My property is worth $150k and I need the funds to renovate our bathroom which needs it badly due to drainage issues. Unfortunately, you are the victim of Government oversight. Maybe good, but mostly good. There are caps on the amount of costs that can be charged on a loan and the cap is a percentage of the loan amount. On small loans, there is not enough room to cover the basics on the loan, leaving little room for the lender to actually make a profit. It looks like your best option would be to reach out to your local bank/credit union and see if you could qualify for a HELOC. This product generally has fewer costs than a typical mortgage and therefore isn't impacted by the High Cost rules.
