Being a US citizen is not a requirement to obtain a loan, but you must be able to show that you have a legal right to live and work in the US, such as a Permanent Resident Alien card. There are a few programs for Foreign nationals, but generally these are only offered by portfolio lenders since they are not sellable to Fannie Mae or Freddie Mac.
