No. You'll need to have a valid real social security number issued to a person legally in the country. A Tax Identification Number is issued to businesses for tax reporting purposes, but commonly fraudulently used by people illegally in the country to try to beat the system. There is a very small number of non-conforming loan lenders who may potentially lend to individuals only using a ITIN number.
