You would need to complete the certification form from the DMV that states that your property is completely attached to the foundation. Then you will receive on tax bill. You should be able to find a lender who can help you, as long as your credit, and income and property values are sufficient. Take a look at some lenders in your state and go from there.
on top of what the other lender mentioned you need to know that in Texas the cash out lending guidelines are extremley different then the rest of the country. I have not lent money there in a few years but from what I remember you are limited to 80% loan to value. This may even be less for a real manufactured home.
