The question is, what do you mean by no stable employment.. If there are large job gaps, then you cannot use her income at all.. If she has been from one job to another, but all within the same field, and there was not gaps larger than say 30 days between, then with a good letter of explanation, you should be able to use her income.. Since what you qualify for is driven by how much income there is, then without her income, you cannot qualify for as much home.. I'm a Broker here in Scottsdale AZ and I only lend in Arizona. If she is currently employed as a W-2 salaried employee then her prior history shouldn't make too much difference provided she didn't just come off an unemployed period of greater than 6 months. I that is the case then conventional/FHA guidelines typically require her to be back at her new job for 6 months or more.
