June 2009 is the cutoff date.
Not if you have refinanced AFTER June 2009
Under HARP, it's one and done! If your under water now, you were under water in 2010 when you refinanced, and even if the lender didn't tell you that you were doing a HARP loan, you probably were.. Under HARP guidelines, you can only use the HARP exceptions one time per property.. Property values are coming back, so it's just a matter of time, so hang in there.. That's right, you can only take advantage of the HARP flexibility one time for a loan before 6/1/2009. If you are still underwater I don't know of any other option for you besides waiting it out until values come up and/or you pay down the balance of the mortgage below what you owe. Good luck!
You can only take advantage of the HARP if you purchased or refinanced the loan prior to June 2009. If it was before June 2009 and you meet other qualifying factors, you can refinance with the HARP.
