It can be done but the balances on 2nd loans are usually too small to mess with. You might benefit most from a complete refinance to combine both your loans into one at today's low rates.
you can but not sure why... most 2nd mortgages are variable rates and refinancing will almost never result in a lower payment.. but, as others suggested, you can refinance both first and 2nd into a new first mortgage...I'm a Broker here in Scottsdale AZ and I only lend in Arizona. Absolutely you can refinance a second mortgage. You can either start with your current lender or look for a new one. Most Banks and Credit Unions still offer them, but more than likely with terms that are not as favorable as in years past.
