Do different countries judge credit differently? Does a foreigner keep his or her same credit score?

Yes each country has their own system and doesn't transfer from one to the other.

Credit will be evaluated in the country where the property is located.

Yes they do and in America, all federal loans can ONLY use the tri-merge credit reports. No Foriegn credit is allowed. A private investor may allow the use of another country's credit report.
