Does USDA publicly advertise the turnaround time for NM?

I assume you are asking for how long it takes once a lender submits your completed application to the local USDA office for USDA to clear the file? The answer is Yes.. But I've been doing USDA loans over 25-years, and it does vary from state to state, and time of year... But almost always it is just a few days. I've also had an individual file take three weeks because of items on that individual loan only... I lend for USDA loans in MN, WI, IA, SD, and ND.
