No, VA only offers first position mortgage loans.. as others have stated, you can do a VA cash out refinance up to 100% of your properties value.. or you can contact a local bank and inquire about a HELOC... No VA does not offer a 2nd or HELOC. However, they do offer 100% cash out refinancing with no mortgage insurance. Contact a local lender and have them present you options to see if it will be a benefit or not. Best wishes, Sean

No HELOC options through VA but a cash out refinance up to 100% or if you have equity in the home there are lenders who provide HELOCs up to 90% or 90% total loan to value if you are looking for the flexibilty of that type of product.
