Got denied on my refinance a couple of times how do I know if I am not being taken advantaged of?

Looking for a cash out refi for home property improvement here in Texas. Estimated home value is $420k and we currently owe $35k on the loan at 6% interest. Income is $8k a month with credit scores at 639. We got denied a couple of times but a local bank approved. What is a fair interest rate given our situation?
