HARP guidelines do not prohibit you from applying, however most lenders will not allow a conventional refinance while still in a BK 13. There are some lenders out there that might, but most will not.. .. I'm a Broker here in Scottsdale AZ and I only lend in Arizona. Your "path of least resistance" would be to pose this exact question to your Lender/servicer of your loan.
BK 13 Trustee and creditors must approve, and you must satisfy HARP lender.
