How do I end escrow on harp refi

You cannot.. HARP rules say you must have taxes and insurance impounded.. the only way around this would be to refinance out of a HARP loan into a conventional refinance. You would have to have sufficient equity, and if you have less than 20% equity, you would have to pay mortgage insurance.. Also note that most lenders charge a little bit more if you pay your taxes and insurance on your own. .. I'm a Broker here in Scottsdale AZ and I only lend in Arizona.
