Because A HELOC is a line of credit, AND it is subordinate, or behind the First mortgage, most lenders that offer them have more stringent guidelines for HELOCs than for First mortgages. Secondly, your Bankruptcy Trustee must approve you obtaining additional credit. I do not have a lender that will offer a HELOC until 24 months have passed since the Bankruptcy was discharged.
