It really depends on a lot of stuff.. but in general, there are refinance programs where you can refinance with a 580 score.. with FHA for example, we have lenders who will do streamline refi's without a credit check.. (your loan must be currently an FHA Loan)... the real question is why?? why is your score so low.. foreclosure, BK, short sale, judgments??? if any of these are present in your credit portfolio, it could prevent you from getting financing, even if your score were 700... so unless some is able to look at your complete scenario, it's hard to say yes or no based on the limited info you provided.. I'm a Broker here in Scottsdale AZ and I only lend in Arizona. If you or someone you know is looking for financing options, feel free to contact me or pass along my information. 480-287-5714 WilliamAcres.com

As long as your mortgage is up to date and no more than 1 x 60 in last 12 months......Yes!
Generally speaking, your 580 credit score is going to cause you problems. Simply put, you have bad credit. With that said, depending on what type of loan you currently have, they might be a option for you. Contact a loan mortgage broker in your area for more information.
The simple answer is yes you can refinance however it will be dependent on your past 24 month credit profile and might require some credit repair. I would recommend finding a mortgage professional in your market and speak with them personally. If you have any additional questions please let me know and good luck.
