More info needed, but specifically, if you are looking to refinance both into an FHA or VA loan, then you shouldn't have a problem, assuming you meet all other eligibility requirements... however, if you need to go conventional, then you cannot combine the two loans into one loan with only 10% equity. If you took both loans out when you purchased the property, then it would be considered a "rate and term" refinance, but since you stated they were taken out separately, conventional guidelines consider it a "cash out" refinance, and under those terms, your limited to 75% loan to value.. But without knowing all the details, it's difficult to advise you.. how are your credit scores?, What's your loan amount?
