I need inputs on a situation involving an FHA borrower

I have a question about a situation with an FHA borrower. The borrower is moving less than 100 miles from their current primary residence which they own outright. Their home is a three unit family home and they have always rented out units 2 and 3. With the new FHA purchase, can they use the rents from units 2 and 3 to qualify? Some say that the FHA won't allow rental income from the unit they are departing or any rent if they are leaving a single family home as they aren't moving anywhere near the 100 mile threshold.
