Not only will the lender of choice look at your loan to value of your home but, will look at your income and debts to see if you qualify. Sure, that normally is considered a "cash out" refinance and the qualifications are pretty much the same as for any other mortgage except the max you can borrow may be lower than you could for a regular purchase or refinance - depending what you are doing with the funds from the mortgage.
Yes.. if you own your home free and clear or if there is a balance on it, you can do a "cash out" refinance.. you will be limited to 85% to 90% of your homes value as the maximum cash out, depending on the loan product you accept.. if you need 80% loan to value or lower, then you should go conventional and you wont be required to pay mortgage insurance..
