Appraisals are subjective to the person who is doing the appraisal. If you are in the middle of refinance, and the property appraised low, you can rebut the appraisal, but it's unlikely the appraiser would change the value.. you can also get (pay for) a 2nd appraisal, however lending rules state that they can only use the lower of 2.. or if you did 2 more appraisal for a total of 3, you could use the middle appraisal.
