Need help with HUD label plate on my manufactured home

Hi all, I am buying a manufactured home through home possible. The HUD label plate was covered up before the current seller bought it by new siding. We ordered an IBTS report but it came back that the serial numbers we provided were state issued and not the manufacturer serial numbers. I’ve contacted the manufacturer, the county, and the seller and nobody has any other numbers or info. I know it is HUD approved because the seller bought it from HUD via a foreclosure back in the 90s. Is there an option b if you can’t find the HUD label numbers? Any suggestions are welcome.
