HARP 3.0 is an enhancement to HARP 2.0 The Menendez-Boxer Bill looks to ease the guidelines for HARP 2.0, but it's not the same thing that he president has proposed.. The President has put together a proposal and it's been presented to congress, however no one signed it.. With the Presidents proposal, it was a whole new refinance program aimed at helping borrowers who have not been able to take advantage of the current refinance programs such as the HARP 2.0, FHA Streamline, VA IRRRL's and USDA's streamlined refinance program. Under the President proposal, any borrower who is current on their mortgage, and has been for the last 12 months can refinance through FHA without an appraisal or income verification.. but again, no one signed it, and to be honest.. even if they did sign it and approve it.. it's unlikely the lenders would adopt that program.. so in reality.. there has been several refinance type bills sent to congress, however none of them have passed.. so they keep trying.. stay tuned... .. We are all hoping for HARP 3 but it is too soon to tell. Call your representatives in DC (or their local offices) and tell them you need it.
Nobody knows but we ALL hope it comes through. Let your US Senators and US Representatives know you want it to go through.
The release of the HARP 3 is still uncertain. As mortgage professionals, we are all waiting to see if it becomes available. There has not been word from congress one way or another in terms of it's release since the HARP 2.0 was extended.
There is nothing but speculation that there will be a HARP 3. If there is, no one knows how it will differ from HARP 1 or 2.
Need to wait and see.
It's not dead yet but doesn't seem to have much support!
