Splitting the land is not too difficult. Double check with your County Assessor to determine exactly how you go about having the lot split. As for the construction; VA does NOT do construction loans. Contact the county for instructions. But pretty much just need to get the land surveyed, work out the split, and record it with the county. After that you'll need to talk to a community bank for a construction loan. Once the house is built, you can pay off the shirt term construction loan with a long term VA loan.
