FHA, VA, USDA, and conventional loans all have refinance features where an appraisal is not required, but you have to go FHA to FHA, VA to VA, etc... Depends on what type of loan you have. If you have an existing FHA, VA, or USDA loan, potentially no appraisal needed. If you have a conventional loan BEFORE June 1, 2009, then potentially no appraisal there too.
