Much more info required to answer your question.. all conforming lending programs have guidelines specific to condo financing.. They are in place to protect the lender from taking on greater risk then they are comfortable with.. the condo questionnaire is used to determine if the property meets the lenders minimum lending standards.. If it does not meet the minimum, then there are lenders out there that might take on the risk (for an added cost, ie.. higher interest rates and fees), but understand that it's not a guarantee.. So for example, minimum standards state that the development must be at 50% or more owner occupied rate. Those banks that offer "non-warrantable" financing might only require 40%.. So they still have guidelines, but they are relaxed guidelines.. they are not eliminated altogether.. so without knowing all the details it's impossible to say.. But this I know for sure.. if you are having problems getting financing on it, think of what YOU will be up against if you buy it and then in a few years, you try to sell it.. you will have the same issues.. This is why I always advise folks.. If a lender, with all their resources, experience, and knowledge about risk, is not willing to lend on a property, it's probably not a good idea to buy it..
