Your two main program options are an FHA 203 rehab loan, or a FannieMae HomeStyle renovation loan. Stove and dishwasher we don't care about, but the hot water heater is a different story. A lot of hassle with the rehab loans if just really the hot water heater. Plenty of "as-is" bank owned homes would put in a water heater. There are no "Conforming" loan programs (FHA, VA, USDA, Conventional) that will allow for this. All conforming loan products have minimum property condition standards, specifically, the property must be habitable with no safety or health concerns. Not having a water heater is a big deal, so your only option is hard money.. you will need at the very least 30% down and expect rates and fee's to be much higher.. Additionally, FHA and Conventional financing have "Rehabilitation Loan" options.. however, it's been my experience that the bank manager who oversee's the bank owned properties, typically will not accept these rehab type loans.. they take too long to close.. so the bank will typically look at the cash buyers first, even if the offer is substantially lower..
