Refinancing a Small Amount

My wife and I bought a mobile home and used our land as the down payment. Our credit scores were in the high 500s and we agreed to an 8.99 rate over 23 years with plans to refinance once our credit scores improved. We are now at 640 and the recent appraisal of our home and land is at $150,000. We still owe $45,000 but we can’t seem to find a lender who is willing to refinance a small amount.
