Currently 30 yr. 4.650% . I refinanced from 5.5% ARM (413,320) in 2019.

Probably... Even if you just refinanced in 2019. While investment property loans have slightly higher interest rates than owner occupied loans, you are very likely to be +/- around 3% with good credit today, which works out to being well worth it moving down from what you have now.
