We bought as joint tenants, in 2010 I signed a quit claim deed but he still hasn't refinanced to remove me. What are my remedies?

It depends. Were you married and was he supposed to sell or refinance as part of the divorce? If a marriage is not in the equation, then you have limited power. The quit claim means He owns the house and there is a loan with your name on it and you can't force him to sell or refinance.
