Depends on which type of loan, if you were not late in the last 12 months of short sale then most lenders do NOT have a waiting period, which I have not come across anyone that fits that category, Then there is up to 3 years again depending on whether is FHA,VA or conventional
Your individual circumstances would predicate the waiting period. New programs just released allow Borrowers to purchase one day out of Short Sale even with late payments.
Depends on the loan program, and what happened along the way to the short-sale. For example, did you have late mortgage payments?? I suggest talking to a local mortgage broker in your area for more assistance.

If you were not current on the mortgage, there's a three year waiting period. FHA allows for a PURCHASE after 12 months if you can document a 20% reduction in income.. but not a refinance.. conventional allows for a refinance or purchase 24 months after a short sale so long as you have at least 20% equity.. ..
