Probably not until the end of HARP 2 which is December of 2013

Im going to go out on a limb here and say January 2012 as HARP 3 is targeted towards those whose loans are not owned by Fannie or Freddie.
There's lots of "chatter" about it, but nothing more than that right now. All of us are hoping to see HARP expanded beyond its current state. It could help more people that fall outside of the guidelines.
I just had a loan co take my info to do HARP 3.0 loan in 3 months. Some smart bank or mortgage co will figure out (I hope) that making this type of loan for ppl who have never missed a payment, but feel screwed by housing market that won't let them re-fi underwater, high interest loans, and are just walking away from bad investment. Houses sit empty around me for about 2 years, auctioned then sit empty again. That's just real dumb. Neighborhoods destroyed, who wants to live there? We're not Fannie/Freddie so we're left hanging by banks?
HARP 3.0 will come into effect in Q1 2013. The loan modification scheme worked really well for the banks. They kept the homeowners as renters, foreclosed on the rest and cashed in on default swaps. HARP 3.0 opens up now to keep everyone renting. Sure, live there now, never own it and fix it and keep it real nice for the real owners. Cant wait for HARP 4.0.
Here we are, January 2013, and still nothing official on any HARP 3 program. The good news is that it isn't dead... Hopefully with the new Congress, we will see some action on this highly anticipated underwater program for those WITHOUT a Fannie Mae or Freddie Mac loan. www.HARP3-Refinance.com
