The vast majority of lenders are participating in the HARP program to one degree or another. So contact a local (non-bank) broker in your area, give them a full application, and let them shop your exact situation for the most competitive quote available. With that said, contrary to what most people believe, calling 100 lenders is not going to magically find you some awesome deal. The way the real mortgage industry works might get you just slightly better from one broker to another. If you want "the best terms", just avoid a bank.
Most lender are participating in HARP 2.0, and if ask any lender, they will all tell you they offer the best terms.. so you'll have to get a few quotes and make that determination your self... The best advice I can give you is to contact a LOCAL mortgage broker, not the local "Big" bank, and certainly not one of those 50 states internet lenders...By applying with your LOCAL Broker, you have an advantage because he's familiar with local customs and works with numerous lenders, seeking out the best loan terms for your particular scenario.
