why do i have to pay transfer fee to refinance my va loan

Typically, a transfer fee is only assessed when a property changes hands, or transfers. If you are the current owner and the ownership is not changing, then there should not be a 'transfer fee'. The lender you are working with should be able to provide better details as to why this fee is being charged in your case, and who receives the fee.
